Fall Meeting Minutes (Approved) October 12, 2005 Jackson, WY

Members Present: Eugene Hainer, Ann Joslin, Jim Scheppke, Sara Jones, Susan McVey, Ira Bray, Rod Wagner, Lesley Boughton, Joann Schindler, Donna Jones Morris, Dorothy M. Liegl, Jack C. Mulkey, Bob Cooper (substitute for Darlene Staffeldt).

Others Present: Karen Strege, Jerry Krois, Bob Molyneux (SIRSI)

Meeting convened at 9:30 a.m. by Boughton.

ACTION ITEM: Approval of minutes of the April 19, 2005 meeting. Motion by McVey, Second by Scheppke. Vote: Unanimous.

Financial report presented by Liegl.
Discussion of audit recommendation to better invest Western Council funds. Referenced memo 10/7/05 from Darrell Vigil. Liegl and Wagner volunteered to produce a draft of a Western Council investment policy.

Strege made presentation on Western Council (WC)'s IMLS Certification Grant.
She provided a brief overview of the project.
Strege reported that she had requested and IMLS granted an extension until June 30, 2007. She indicated that this means more time, but not more money.
Strege presented a financial report for the IMLS Certification project. The match deficit was discussed. Strege encouraged states to report their match on the project match sheet.
Jones and Strege stated that IMLS has been very supportive of WC's project. IMLS is pleased with the project thus far, but is strongly interested in achievement of the end results.
Continued discussion on a central database of practioners, link to higher education, reciprocity, core competencies, assessment, and administration of a certification program for 20 states.

(NOTE: A REQUEST REQUIRING ACTION BY SOME MEMBERS) Jones requested that states with certification programs send their requirements to her and she will do a comparison.

CONSENUS REACHED: Eliminate the assessment component. The registry part of the grant also could not be made to work.

CONSENSUS STATEMENT: Strege is to pursue conversation with WJ and return to WC in May 2006 for vote on whether WC will partner in the second grant effort with WJ or issue a letter of support to WJ if there is to be no WC/WJ partnership.

A CONSENSUS STATEMENT was made stating that Karen Strege's leadership was acknowledged as being extremely valuable to moving the project along and that WC greatly appreciates her efforts.

Mulkey brought forth the Tribal Archives, Libraries and Museums Conferences in 2007 and 2009 grant proposal which was sent to WC members prior to the meeting.

ACTION ITEM: Motion to authorize McVey to proceed with Western Council grant request to IMLS to fund Tribal Archives, Libraries and Museums Conferences in 2007 and 2009 made by Mulkey. Second by Jones. Vote: Unanimous.

McVey distributed the "Western Council of State Libraries, Inc. Handbook 2005".

Discussion was held regarding the next series of meetings.
Spring Meeting: Cerritos, California 5/10-12/2006
Fall Meeting: Hawaii will host (in November if the logistics work)

It was decided to only do state reports at spring meetings and have fall meeting be two days with a CE activity included.
